The Sickle Cell Chapters of Virginia, Inc. is led by a committed team of officers and staff who work together to improve the lives of individuals and families affected by sickle cell disease and sickle cell trait. Through leadership, advocacy, education, and community engagement, our team is dedicated to expanding access to resources, strengthening partnerships, and advancing our mission across the Commonwealth of Virginia.

Executive Staff

George Harris Carter

Administrator

George Harris Carter provides overall leadership and strategic direction for the Sickle Cell Chapters of Virginia, Inc. As Administrator, he oversees daily operations, organizational planning, community partnerships, and the implementation of programs that support individuals and families throughout Virginia.

Melvin D. Law

Deputy Administrator

Melvin D. Law supports the organization’s operations and strategic initiatives by assisting with program administration, organizational development, and community engagement. He works closely with leadership to ensure the successful delivery of services and outreach efforts.

Margaret Duncan

Assistant

Margaret Duncan provides essential administrative support that helps keep the organization operating efficiently. She assists with communications, event coordination, scheduling, and day-to-day operations while ensuring members and community partners receive exceptional service.

The Board Officers provide oversight, governance, and strategic guidance to help advance the Association’s mission and ensure long-term organizational success.

Edna Williams

President

Provides overall leadership to the Board of Directors, helps establish organizational priorities, and works to advance the mission and vision of the Virginia Sickle Cell Association.

Mary Holmes

Vice President

Supports the President while helping guide organizational initiatives, strategic planning, and community partnerships that strengthen the Association’s impact across Virginia.

Fannie Warren

Secretary

Maintains official organizational records, documents Board activities, and supports sound governance through accurate meeting documentation and administrative oversight.

Judy Anderson

Treasurer

Oversee the financial stewardship of the organization by supporting budgeting, financial reporting, accountability, and responsible management of Association resources.

George Harris Carter

Treasurer/ Registered Agent

Oversee the financial stewardship of the organization by supporting budgeting, financial reporting, accountability, and responsible management of Association resources. Serves as the Association’s Registered Agent, ensuring compliance with applicable state requirements and maintaining official legal and corporate records.
